Heath and reconciliation?

Check out this article about the call for an HIV/AIDS Truth and Reconciliation Commission in South Africa.

It's an interesting concept. Considering the importance of the right to health (not just health care and/or absence of disease or illness) movement, and the way that health is now being advocated as a human right, any violation that threatens the health of a large swath of the populace could be considered a sort of proxy genocide, perhaps. Anyone want to weigh in on this? I guess I should read the book cited to learn more about foundations for the argument, its feasibility, and potential execution...
